但后面「 to be reduced to begging」若为不定动词当形容词补语，为何会使用to +v-ing？（查beg仅具动词「乞求」之意，并无兼具「名词」之乞求）

动名词含有"动词"和"名词"的性质

be reduced to begging
因为此句中的 to 是介系词(它不属于不定词的一部份，两者不同，不要搞混唷)，而每一个介系词后面接名词，作为它的受词，
所以，动名词是可以作介系词的受词的                                                      

大致来说，如果 to 是当介系词的话，后面要接动名词 V-ing

另外要注意的，有时句子中的介系词会被省略掉(在某些特定的情况)，但后面还是要加上动名词
ex: I am busy (in) studying for my exams.   --> 介系词 in 可以省略

英英解释：
reduce somebody to doing somethingto make someone do something they would rather not do, especially when it involves behaving or living in a way that is not as good as before:

Eventually Charlotte was reduced to begging on the streets.

所以，to当介系词时，后面加动词时须改为v-ing，通常动名词的义意，没有动作的意义！
例如：
due to
owing o
relating to
next to

只有接「不定词」时，后面才接原形动词，to v
通常 to +原v= in order to 原v ，有「以致于.....」（动词）做某事的意味，例如：

Small businesses will need to reduce costs in order to survive.
